Poliwrath prestiger?
I caught a wild poliwhirl at low level but it's 90% IV and I have tons of candy so I evolved it and got bubble/Dynamic Punch. It'd 'only' cost 25K dust to power it up into prestiger CP range. But is it useful for anything as a fighting type? Thanks for your help, haven't used many fighting types so don't know what to do w this guy.

Wrath has better stats and has more useful moves.
The only useful moveset for Toed is WG/HP, while the only bad move for Wrath is Ice Punch. If you get anything besides Ice Punch, you will have a useful Wrath. Now with Toed... you can get 3 moves that would spoil him.
So, better odds of a good moveset and also better stats makes Wrath a no brainer.
I have one Bubble/DP and one RS/DP Poliwrath both around 1650-1700 and I have used them to prestige against Blisseys up to 2300/2400 without a ton of trouble! Also MS/Submission was previously a good Lapras killer but now with double fighting moves and resistance to ice/water, Poli annihilates Lapras far above its own CP.
Never spend stardust to get a prestiger - those are free.
Generally, stardust should be reserved for defenders. They are the only mons you have that absolutely require high CP to be effective.
You can find servicable high-level attakers in the wild, and you don't need to spend dust on them. Prestigers are also found in the wild. You might evolve them, but no need to power them up.
Since Poliwrath will probably never have enough CP to be a good defender, I would send it to the prof. If it has >700CP, I would battle with it til it faints first - a one-shot prestiger.
