Cannot decide which to evolve

I got small problem. I had in mind evolve bulbasaur lvl 1 80% and chikorita lvl 10 86% to get grass prestigers about 1k range. Few days ago I found 26lvl 98% chikorita and hatched 100% bulbasaur. They both go way over 1k (1500 and 1700). I have candys just to evolve one each. What should I do? I bet there is no more chikorita nests in coming months and I find less than 1 bulbasaur in 1 week.

Evolve the higher IV / level ones. Use gen2 grass Pokemon for prestiging, they have lower CP. Sunflora and Jumpluff are great with BS / SoB and I have them around 1150

There is no doubt on the venusaur, evolve a lvl 1 saur would be stupid, never waste dust on prestigiers, they usually come ready to battle. Meganium seems to be more like a prestigier than a attacker, but 98% is really good. I would do the 98 one, but you can try to wait for a lvl 15-22 (900-1400), do it. Don't evolve the lvl 10 one, it would have only 600 cp, at least for me that is to low cp to a 125 candy investment.

TL;DR - For prestigers:
1) ignore IV (moveset is what matters), and,
2) consider using intermediate evolutions instead of final evolutions

This has been repeated so many times on these boards, that I think the regular responders are just giving up in frustration.... however, for prestigers IV does NOT matter, only moveset. In fact, the damage formulas generally favors having WORSE stats in favor of a higher level (assuming CP is approximately equal). If it's only a few levels difference and same species (eg Jolteon Lvl 25 vs Jolteon Lvl 27) the difference is negligible; however, if comparing different species where there's a huge level difference but same CP (lvl 30 Ivysaur vs lvl 18 Venusaur, both at around 1200 CP) - the higher level comes out ahead. At only 25 candies per roll, this gives many more opportunities to get the best moveset. Also the Reddit threads have done exhaustive research and concluded that Wartortle and Ivysaur are actually more efficient prestigers than their final evolved form.

Of course you'll ignore all this if you're a perfectionist and really want perfect IV mons (like I do LOL!)
