Why is Donphan rated so highly?

Donphan is a pretty good generalist attacker and defender. He can learn strong moves for attacking, and contains moves with really unusual typing that will surprize attackers when it's defending. Donphan also has really high CP and elite base stats.

Being able to sit higher on the gym than an average blissey boosts anyone's score by default.
