I have exactly the same thing and decided to not power it up any further after the moveset rebalance. Confusion just hits way way harder now than ZH and charges energy quicker, so everything with C should be rated above everything with ZH. Also Psychic is now just a mediocre, if not bad charge move...
Its still an ok mon, but far from reaching the true damage potential, that sleeps in Eggy.

I wouldn't say worst.
I would tend to say ZH+Psychic is better than any of the Solar Beam Defenders. Yes I know SB does 80 more damage for same energy. But I never ever get here by SB. Ever. I do sometimes miss a Psychic Dodge.
Not to mention, the attacker is more likely to be Resistant to Grass than to Psychic.
IE: Dragonite.
Dragonite takes .5625 of 180 = 130 * .25 = 32.5
So Psychic would need to land roughly 15% percent of the time to beat that. I strongly suspect people miss Dodging Psychic more than 1/6 times.
If you have tons of Eggy candy and dust its an "okay" defender to break up the never ending stream of water types in a Gym.
However, there's better movesets (Extra+Psychic, anything with Seed Bomb) for defense.
So I would generally say No..... unless you are in the rare boat that you are 3-4 levels higher than your area's average gym trainer and have tons of dust/candy burning a hole in your pocket.
