Who would you rather have for PVP? C DP or C CC Machamp?
DP for the damage or CC so you can dodge your opponent's unpredicable charge attacks?
Also, a 100iv machamp with c cc has a higher dps than a 0iv machamp with c and dp right? so in terms of dps, a 100iv machamp with c cc equals a what iv machamp with c dp?

We don't know how PVP will work so we can't really answer that question with the available information. As for the IV's , only the ATK IV is relevant when attacking, you'd be talking about 234 (0 IV) vs 149 (15 IV), depending on the receving pokemon's defense the difference migth be very small, you'd have to make calculations... again, this is assuming PVP uses the same formula to calculate damage and the same mechanics for the actual figth... which migth very well not be the case, DPS migth not even be a thing for PVP.
If the current real-time system or a similar product is used as the foundation for PvP, I suspect DP would be more ideal: It requires half as much energy, and although it requires 2.7 seconds to fire off (instead of CC's 2.3), the 0.4 second loss in time would be compensated by the fact that it only requires 50% Energy, which would allow C/DP to fire off a move and switch out all before C/CC fires off the CC, in the instance that they switch in a psychic or fairy type. Essentially, it exposes Machamp to potential weaknesses for a shorter window of time, as Counter's EPS is 8.9 Energy/Second which is arguably relatively low.
In my opinion, they would be roughly equal, although i'd give a slight edge to C/DP. However, if in the instance you described (smaller cool down = better ability to dodge), then I would assume the other person battling would not have an immediate counter. In this scenario, I would agree that C/CC would be more ideal due to the shorter cooldown = greater freedom for dodging.
