Good at all 3 IVs or Great at 2 of them?

In general, if you have two pokemon with the same/similar IV, (for example 87%), is it better to have:

A) 13/13/13 (i.e. balanced)
B) 15/15/9 (or any combination where two are maxed and the 3rd one just average)

Just want to know in general, when you can't evolve multiple due to rare candies or special items.

depends on the specific pokenon specie's stats (HP AT DF) and how much the IV improve the stats in %

Depends on the pokemon, you usually want IV's to cumpliment the pokemon's stats, some pokemon have low attack but high HP and Def (Ex. Blissey), so you want high Atk IV, for others, they migth have high atk IV (Dragonite) so you want high HP and STA, basically you want to maximize the overall performance of the pokemon, suplementing the base stats with the IV's. The other consideration is CP, if you want your pokemon to be placed higher in gyms, again Atk is the one that you want higher because that's the one that has higher weigth in the CP formula.

For defending: higher atk iv's = higher placement

In general, it's preferable to have higher iv's in the given pokemon's natural lower stats. (E.g.: steelix has massive defense so it would be ideal to obtain one with higher Atk and Sta)

Depends on the Pokemon's base stats. For example, a 15/15/9 Blissey is going to be better than a 13/13/13 Blissey. Her base stamina is 510, and 519 is not very different from 523. I have a 15/15/12 Blissey, and at level 30 her CP is 2751. Meanwhile a 14/14/14 Blissey at level 30 will have CP of only 2731.

In general, you want to have the highest stat where the base stat is weakest. Thus strengthening the weakest link, so to speak.

As a rule, attack is usually the stat that will give the most benefit to CP. However there are exceptions, such as Alakazam with stamina.
As others have already said, you want the stats to compliment that base stats of your mon.

The best way to see what will have the greatest impact is to compare IV spread for specific individual mons with an CP calculator.

Attack will always give the most benefit to CP (i.e., 2x as much as DEF or STA), since the CP formula is the same for all mons. I think what you meant to say is that sometimes stats other than ATK will give the most benefit to a pokemon's performance in battle.

One other consideration is that since the damage formula rounds down, there are many matchups (maybe most?) where the difference between 0-15 for ATT or DEF have 0 impact on the damage taken or given. However, the STA always adds additional HP to your mon (regardless of it's base stamina), so 15 STA adds about 10 HP at level 30. It's useful to play with a spreadsheet of typical matchups and look at the damages across the range of ATT and DEF [note: I've only done this for a few matchups of interest to me, and was surprised how little ATT and DEF stats mattered]. So for prestigers I like them to have a 15 stamina.
