I'm at level 15 and just got a 10km egg, should I hatch it now or wait until level 20?

Completely your call. The IV won't change and CP can always be raised, the CP will likely be greater at lvl 20 but then you will have to wait and could possibly get a Jynx.

My answer is do you want to face palm having waited to get a Jynx or facepalm getting a Jynx now.
Having said that if you get something really good now you may not have got that if you waited and vice versa as results are purely random.

My advice is only use your 3 use incubators for 10K eggs as you will soon have no more unless you spend real money or are a super gym battler.

The boring answer is save the 10K eggs until higher level to maximise CP as odds of getting someting good won't change either way.

Ok so the CP will increase with my level? I tried to google search it earlier and the little I found said it didn't.

Well the pokemon CP can only be 1.5 times your level so you have a chance of getting low CP from an egg at lvl 20 but a greater chance of getting a higher CP as at your current lvl there is zero chance of getting a lvl 21.5 pokemon until lvl 20.
