As far as I know about the battle mechanism, for the gym defender, the DPS is not that important, because it has it's own pattern to attack (like attack once per 1.5 s) so you just have to get the biggest attack move rather than the biggest DPS attack move.

I just check Gym Defenders Tier and I found this website suggests Hydro Pump for Vaporeon instead of Aqua Tail. I dont know why Aqua Tail isn't their pick. Can anyone explain to me? BTW, aqua tail has less dodge window time and more dmg compare to hydro pump.
