On June 16, 2019, Niantic held a special unannounced raid test in Grant Park after GO Fest was over. Players were greeted with a large group of gyms with a short raid egg timer that hatched into a Meowth that had 3811 CP.
Pokemon GO news outlet Pokemon GO Hub got word from a Niantic representative that this event was specifically designed to test high-density raids for future events, such as other GO Fests.
