New Zealand Raid Hour Fail
On September 18th 2019, Legendary Raid Hour was scheduled to take place across the world at 6 PM. Legendary raids were to be in every gym available and Mewtwo with Psystrike would be available with a shiny chance as the raid boss.
However, during the scheduled time in New Zealand, which was at 1 AM in CDT, legendary raids failed to start.

Initially, the event was extended by an hour but reports seem to confirm that the raids didn't spawn at 7 PM but actually at 7:20 pm.
The event also started with some issue in Australia, which is two hours behind New Zealand(GMT +12). Eggs did not spawn 10 minutes before the start of the event, but Mewtwo instantly appeared at 6 PM.

Raid hour is here in Sydney, Australia. Mewtwo appeared directly at 6pm, no prior egg warning from r/TheSilphRoad
Cancellation and Rescheduling
Niantic confirmed that the event has now been canceled globally. The event will be rescheduled for a later date but that date is unconfirmed.
To clarify, this is a global postponement of the Legendary Raid Hour.

Update: 9/27/2019
An in-game notification has confirmed that Mewtwo's makeup raid day will give out two free raid passes alongside the normal daily pass.
