Which is the better Blissey?

I currently have two Blissey that are both 84% iv.

The first one is 1790cp with stats 12/13/13 and has the moves pound/psychic.

The second is 1237cp with stats 10/13/15 and has zen headbutt/psychic.

I'd rather just power up one of these than wait several months for another good Chansey. I know that psychic is the worst charge move and zen headbutt slightly outperforms pound on defense but it would take significantly more candies to power the lower one.

I honestly don't think Psychic is bad. Yes Dazzling Gleam is the best but Psychic can be tricky to dodge and is SE against fighting types.

I have a ZH/P that I'm maxing out and not thinking twice about it. It will be at 3015CP the next time I get it back from the gym it is currently in.

i'd power the higher cp one if you really must do either - zh/psy is the better moveset but neither are perfect, however you'd be looking at an extra 25ish candy, which is a lot of walking.
