Are legendaries worth powering up?
Is it worth it to use TMs on legendaries?
I caught an Articuno today. Jumped the gun a little bit and powered it up, before I realized it had Frost Breath/Icy Wind. Should I continue to power it up and/or use a TM (charge) on it?
Any other feedback on legendaries is also welcome.

Totally agree, another false statement or false promise from Niantic, this was stated on the notes when the bonus started:
Double Stardust
Double Candy
Double XP
Increased Pokémon encounters
Reduced hatching distance
Reduced buddy distance
Some of them are not true, we are not getting double dust, you can check it when hatching a mon or catching a full evolved form. And I think the same is for candies, catched a Meganium before, with pinap berry, only got 26 candies. Not complaining, but the bonus are not doubled, it is just extra dust and extra candies, period.
For evolved spawns, it doesn't seem to be double, but for egg hatching, I think it is double...at least the way their doubling works.
It's simply the ranges from a 10km egg now goes from 32 candies / 3200 dust minimum to 64 candies / 6400 dust maximum...You should NEVER get less than 32 candies and 3200 dust on a 10km egg during this event.
I hatched my 8x 10km eggs already and had 3200 dust on a Mareep, but also got 6400 dust on a Snorlax...This is MUCH better than the normal 16 candies/1600 dust minimum possible...since the min now is 32 candies/3200 dust...with max of 64 candies/6400 dust...
I added them all and averaged out to 4821.88 dust per egg...Which is pretty much average dust expected...
