IV Calculation Question

How exactly is the IV charts/Calculator used?
For Example: I had a Bulbasaur that needed 2500 Exp to power up but had no idea what level it was either 19-20.5. I powered it up until the 2500 stardust became 3000. I haven't powered it since then. This means that Bulbasaur is now level 21? Or is it 21 after I power it up the first 3000 stardust?

Where the chart says "CP", imagine it says "CP to Next Level", and that it's to the right of the other numbers.

Your bulbasaur is now 21. Whatever percent of the way through the range 502.81 to 642.91 your bulbasaur is at is how close to perfect it is. It is easier to use an IV calculator of some kind then to manually look things up yourself.

That one is less fighting with spreadsheets and just a bit easier to use.

This is an excellent tool. It gives you multiple combinations as well, so if you track possible combinations between power-ups, you might be able to narrow it down completely.

It tells me I got a modest Tangela from an egg, either 10-15-14 or 11-13-14 (if you just use Google Chrome, you can hold ctrl and click back to get your prior entrances back).
