No official word has been given as to just what these images mean, but players have speculated that they may be teasing "Admins" for Team Rocket. In the main series, Admins are high ranking members of a given Team, and act as sub-bosses over the course of gameplay.
Possibility of Rotom
Before the release of these images, many in the community speculated that the tweet referencing a suspicious folder could itself have been in reference to Rotom, the Ghost/Electric Type Pokemon from Gen 4 that has yet to be released. While this now seems unlikely, the possibility still remains.
