Who to power-up?

I got (2) Wrath and I want to power up one of them in able to have a "Fighter Attacker". I can only power up (1) of them due to dust trouble. Candy is not a problem...
IV and Level are the same but the moves is my issue.
1. Mud Shot + Submission
2. Rock Smash + Dynamic Punch

I know that in terms of Damage #2 wins but in terms of Quickness #1 wins.... This is my issue who to power-up...

Which of them is more effective... Thanks for the "Great Advice"

P.S. I know there are great Mathematician out there and got more experienced than me... So your advice is very much appreciated...
