first: its in the list (you looked for Raichu, he got Spark instead of Thunder Shock)
second: yes its a new Moveset from the Gen2 Move Changes, Wild Charge replaced Thunder for Pikachu
third: this is actually the best Moveset for a pikachu, since Raichu isn't that strong you can probably keep him that way, before you destroy him with a bad Raichu Moveset, even though Pokemon Go has no use for non evolved Pokemons right now, it can be some nostalgic Ash reference for you. I would definitly keep him that way, you can Power Up him if you got spare Dust and probably train against very low Gyarados or Vaporeons if you encounter (too bad its a female, so not 100% perfect Ash reference)

and btw: you can power him up, just don't evolve if not absolutly necessary (want your dex full and no other pika around, but even then i wouldn't) since pikachu is so iconic, every Pokemon Fan should keep an unevolved Pikachu at hand, its the signature Pokemon of the whole franchise and what comes closer to Ashs Pikachu then a 100%IV Pikachu with the best Moves available...maybe your first Pikachu ever caught, but this comes really close. Team Rocket will try to steal it from you ^^ and i would even trade you one of my Legacy Move Gengars for that ;) but you shouldn't, Ash wouldn't even think about trading him
