As the data with the attacker being 10/10/10 IV, the defender has 100 DEF stat, and they have the same level:

The link above excludes the DPS of movesets with Night Slash.
We can see that their DPS are all between 25–26, it means that without type advantages, they are similar.
Actually, having a moveset with different types is still good, it can either be a defender or an attacker that attacks into a Pokémon with two types, (while one type does super effective damage, the other does the same,) like Jynx.
Although Fury Cutter has more DPS, I would say Bullet Punch is better because 100 can be divided by its EPU. This is not a in-game mechanic, it is a stat, so it might not be accurate because of some reasons, most notably the HP lost changes into energy at a 0.5 rate.

When comparing quick moves, how do you not even briefly mention that Bullet Punch has higher DPS but Fury Cutter has higher EPS?
.... wait.... Why did you say Fury Cutter has better DPS? Did you mean EPS there? Bullet Punch having EPU that divides evenly into 100 is pretty irrelevant there because you will be gaining energy from HP loss and none of Scizor's charge moves cost 100 energy so you can use them before reaching max energy anyway.
