- I wouldn't. Hurricane is a fantastic move that'll give you SE damage against fighting and grass (covering several current raid bosses). It's good to have both. Plus, you might get Hyperbeam.
- Maybe? As a ground attacker, Golem is a slightly worse Rhydon. It depends on what you need. If you have Rhydons to provide ground coverage, I would consider it. Golem really shines as a rock attacker.
TM advice. Dragonite and Golem
I have a few TMs and a couple great Dragonites. One w/ hurricane other with outrage. Should I use a TM so both have outrage? Also, have a high IV double ground Golem. Should I TM him to make him double rock to join my other 3 double rock Golems or is he useful enough to stay ground?

Having different options on Dragonite is probably better. And you might get Hyper Beam instead.
Is the ground/ground Golem already Lv30+? After this week, having multiple Golems powered up is probably not going to be as important, so using extra TMs might be okay but I'd be hesitant to spend too much stardust on it.
Rhydon is just better than Golem if you want a ground attacker. If you're in any danger of failing Zapdos raids, use a fast and charge TM on the Golem, because it's guaranteed double rock moves. Don't worry about getting SE over RB, the difference is marginal if anything and it takes tons of charge TMs if you want one over the other.
I wouldn't change hurricane.
I also wouldn't change the golem either. How many double ground Rhydons do you have? How many SE ttars? Eventually, we'll need double ground for Raikou. So if you have four+ double ground Rhydons then you should change the golem to rock. SE Ttar works well vs the legendary birds including Zapdos.
Dragon Breath is a legacy move (no longer available). A fast TM will give you Dragon Tail. If you don't dodge much when attacking, the Dragon Tail would be an upgrade. If you like to dodge, Steel Wing has a shorter duration so is easier to dodge with.
Dragon Tail/Dragon Claw would be a good generalist moveset for running through low motivation gyms. You will also need 44 candy and 51K stardust to get up to level 30 though.
My advice? Store your TM until you really need certain move. You can always change moves if you have enough TM. For me, I feel Using TM to change move on your already max out mons save lots of trouble of powering another one. For example: right now, tyranitar with stone edge is more useful than the one with crunch, so TM one to stone edge. Once Mewtwo comes, TM it back to crunch.
