Which moveset is better for defending? C/ib or c/b? I have a 100% slowking with c/b and was wondering if that was a good moveset. He's currently at level 20

In my opinion c/b is better, however gamepress ranks them both an A.

If Slowking could learn Ice Beam then that would be above Blizzard. They're both A because that's each individual's best moveset

To answer the question, yes it's great if you're looking to power up

Ice beam is better as it is a 2 bar move but Blizzard can more confusing to dodge for the untrained eye (as the flash animation is somewhat obstructed by the ice block). Ice beam is hard to dodge too, however.
