Dragonite and Tyranitar question
So I have these Dragonites and Tyranitars
All IVs are A/D/S.
Dragonites.
1: CP 3050, DB/Hur, IV 82 (12/12/13), L31
2: CP 2950, DT/O, IV 96 (14/14/15), L29.5
3: CP 2926, DB/DC IV 78 (10/15/10), L29
4: CP 2313, DT/Hur IV 84 (15/12/11), L23
Dragonairs:
1: CP 1361, IV 93 (14/15/13), L30 (Currently getting candies to evolve this one, immediate CP after evolution will be 3043)
2: CP 1142, IV 73 (15/15/03), L26
Dratinis:
1: CP 557, IV 96 (13/15/15), L23
2: CP 483, IV 93 (14/13/15), L20
Tyranitars:
1: CP 2441, B/SE, IV 91 (15/14/12), L23.5
2: CP 2135, B/SE, IV 93 (15/13/14), L20.5
3: CP 2124, B/SE, IV 88 (15/14/11), L20.5
4: CP 2036, B/FB, IV 76, (12/11/11), L20
Which ones should I power up? Which Dratinis/Dragonairs should I evolve?

the DT/O 96iv with highest Att of the lineup is on paper the best way to go. But i love the legacy moves more because im trigger happy so id go with the ultimate lego combo in DB/DC if i had to choose. Then it would be DB/H. I wouldnt roll the dice on dragonair just because I'd rather have my nites with DB.
Power the level 29.5 and 29 Dragonites at least to level 30. Evolve the level 30 Dragonair. Power at least the 91% Tyranitar to level 30, maybe the 93% also.
After that, you can consider some of the less economic 30+ power ups.
-Maybe power Dt/O a few levels higher. At 33 it breaks 3200. At 35 it breaks 3300. Aesthetically one of those levels would be nice.
- I think Dragon Claw is probably most useful for tearing through low motivation gyms (fast and few resistances to dragon) so it doesn't need to be powered super high. But if you have stardust to spare, then take it higher. At 30.5 it breaks 3000. At 32.5 it reaches 3100 exactly. It will need to go to 35 to break 3200.
